The PLO used south Lebanon as a base in the 1970s; after the 1978 Coastal Road attack Israel launched Operation Litani, and in 1982 invaded to expel it. Iran's IRGC set up Hezbollah that year.
UNSC Res. 425/426 (Mar 1978) created UNIFIL. Iran sent about 1,500 Guards to the Bekaa Valley to train the first Hezbollah cells.
